Even if they are Monster Cables and even if they are brand new, a bad cable is the most likely problem if you have a short in your signal chain...And, a bad connection or short in the guitar wiring is the next most likely thing...Amps have a series of big filter capacitors to smooth out AC, but it sounds like a bad connection in your amp is bypassing that...

Alright, I was playing my amp earlier today and something went wrong...The amp is a PeaveyUltraPlus head running through an old beat up Peavey cab...Theres a good chance that it would be the speakers, because I got the cab for like $100 so I knew I wasn't getting anything great...
